I think you'll find that here any firearms are supposed to be licensed and held under lock and key. Having said that, unfortunately access to illegal weapons is also possible.

It does seem that the gun lobbly in the US seems to hold a gun to the head over these issues. Why can the government not be stronger and stand up to them?

I agree that you must do everything possible to prevent such tragedies, whilst accepting that it won't be possible to stop them all. The Dunblane killings in Scotland (16 children aged 5 and their teacher shot) were carried out by a man with legally held fire-arms. After that, gun laws became even more draconian, but shootings still happen.
