they did that to us at school one year, i mean where we were teaching. they put a notice in our box while my husband was away for a week (on a school trip), and i wasn't checking his internal mail. so when i took my garbage to the dumpster, finding it not openable, i left it next to the dumpster, not having read the notice that said what hours the dumpster would be available, and they went into the bags to find out whose it was, brought it BACK to our house and left it outside, where dogs tore it up and got garbage everywhere. now that i call just plain mean.
