You can use a pee alarm... they are brilliant! but not until they are at least 4

I suggest a kennel without a plastic bottom! DOgs that size can easily worry about at plastic. My ex cocker used to worry away at tiny cracks in concrete at the kennels and managed to tunnel through a few inches of concrete!
