The garlic, or sulfur, or anything, works for a while and then they get used to it so one has to keep switching things around. They usualy wait until I'm away for a weekend and then invite all their friends for a garden rave party. But last year I finally put black plastic mesh over all of the raised beds, except the tomatoes, which they don't like, and things got much better.
